Let's review the SRSD process and how to get UIC from the state, the easy way. Here are the steps.

You will be asked three easy questions:

You will be asked if you want to create the UIC Request file as an "SDF"
(Standard Data Format) file or an "XML" (Extensible Markup
Language) file. A special note of caution here: STURECİ can create an XML file
and the CEPI website can accept an XML file, but
STURECİ cannot import an XML file. We have never seen the XML output file
created by CEPI! You will also be asked if you want
to submit the file as a District or as a Building. Answer "D" District
because if you say Building the CEPI website will not accept it. Finally
answer "E" to include only records with Empty UIC. Earlier in the year
they asked to get all of the records, but now they only want the
empty ones.
This link http://michigan.gov/documents/UICUserGuide_87398_7.pdf will take you to the CEPI website and the Single Record Student Database / Unique Identification Code Application (SRSD/UIC Application) Users Guide. Page 39 explains the "Upload for UIC Request" process. Pages 31 and 32 explain the download end of the process.
The resulting file will be named D<ISD code><lea code>.TXT Were <ISD code> is your ISD code and <lea code> is your district fiscal agency number. For example, Kalamazoo's file would be named D3939010.TXT You will be asked if you want to copy it to external media (floppy disk). Answer as appropriate. You should send this file to whomever in your district is the authorized UIC Resolver person. You may either pass them the floppy disk you created or send the file as an email attachment. They will upload the file to the CEPI computer which will read your file and assign new UIC as needed then return the file. Then the UIC Resolver person should return the file to you for the next step.
The first thing, you will need to copy the returned file back into the Sturec folder on your hard disk. If the file is returned to you as an email attachment, simply save it in the Sturec folder. The file that they return to you will probably have a big long goofy looking name such as "Rosco_P._Macbeth-5-28-2009_10_33_32_AM.txt". If the filename is longer than 44 bytes, STURECİ will have trouble with it. To keep things simple just use your local Explorer (My Computer) and change the name to something short and easy like "EndOfYearUIC.txt".
... then go to Menu:7.5.1.6.4,Import UIC Codes

You will see the STUREC(c) File Finder. Move the pointer to highlight the
file with the TXT extension that your Renamed
in the step above.

If the file is returned to you still on the floppy disk, you may copy it to the Sturec folder on your hard-disk and use the procedure above, or you may use the File Finder to get to the floppy drive. With the pointer on the two dots (that represent the next higher folder level), press Enter.

Keep pressing Enter if necessary, to get the pointer moved up to the DISK: Then press "A" and viola! There is your file. Press Enter with the pointer on the UIC file and let STUREC(c) do the rest.

You will see something like this.

If you are feeling really neurotic, print the UIC Status Report and see for yourself.

Once this is complete, don't forget to run 1.Create New Worktable and 3.Create Export File again. This time around the export file will contain all of your Uniform Identification Codes. Isn't that slick! You need to go through this process each reporting cycle.
